This is a remote assignment. The Cook County Board typically holds most of its committee meetings back-to-back on the Tuesday/Wednesday, to discuss and make recommendations on proposed items before they go to a full board vote on Thursday. For this assignment you will document the following meetings currently scheduled for 2/9/2022:

  • 9:30 AM: Finance Committee
  • 9:30 AM: Rules and Administration Committee (though these two meetings are both scheduled for 9:30, one will follow the other)
  • 10 AM: Technology and Innovation Committee
  • 10:30 AM: Business and Economic Development Committee

Note: Sometimes the meeting schedule changes so it’s a good idea to double check the schedule the morning of at https://cook-county.legistar.com/Calendar.aspx.

Today’s meeting begins promptly at 9:30am, no public speakers registered to speak this morning, the Committee moves on to approve the minutes from the prior meeting.

After a brief Rules & Administration meeting, the next Finance Committee meeting begins, no public speakers registered. Commission reads a letter from the Mayor of Flossmoor discussing the impact of disinvestment in the south suburbs.

The Committee discusses FEMA funding in COVID relief packages, there have been some delays because FEMA has had to evolve their review processes, they are typically not engaged in public health crises so delays are to be expected.

A few final items for the Finance Committee to review fall to the next meeting. Committee discusses a recent professional services RFP that received 12 submissions, very robust competition.

Some questions about sub-contractors come up, the Committee confirms that sub-contractors were allowed for this RFP and 10 of the 12 submissions included subs.

Finance discussions continue with the review of several procurement items up for approval. Committee discusses items on agenda linked earlier. Questions around the minimum requirement of 40% Women & Minority owned vendors, number was increased from 35% last year.

Item 21-3875 is discussed. The proposed vendor is OutFront/Branded Cities to execute the design, manufacturing, assembly, engineering, procurement, installation, construction, programming, marketing, maintenance, and operation of a coordinated digital sign program and network.

The contract value is $75,000,000. Commissioner Anaya expresses concerns over contract, initial RFI was released in 2013, and was reviewed by past Board members, none of which are still serving. Suggests that re-releasing might elicit more current and thorough proposals.

FY22 Community Program Initiative Allocations are discussed, the four priorities outlined are: Healthy Communities ($60M); Vital Communities ($100M); Safe & Thriving Communities ($60M); and Sustainable Communities ($45M)

County Commissioners are elected officials who oversee county activities and work to ensure that citizen concerns are met, federal and state requirements are fulfilled, and county operations run smoothly. The Cook County Board of Commissioners is the governing board and legislative body of the county. It is comprised of 17 Commissioners, each serving a four-year term and is elected from single member districts. Each district represents approximately 300,000 residents. The Board also operates approximately 40 committees and subcommittees chaired by members of Board of Commissioners.
